This incident caused the partial closure of the CTA tunnel and the Terminal 3 car park.

An additional two individuals have been arrested related to a theft at Heathrow Airport in which 21 people sustained injuries by what is thought to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in the Lambeth area for suspected robbery and assault and a 23-year-old woman was arrested for suspected conspiracy to commit robbery. They both are still being held, authorities confirmed.

These detentions come after a probe into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers had stolen from them their suitcases upon exiting a car park lift.

A toddler aged three was one of the those hurt during the incident. A total of five individuals went to hospital for treatment and have since been released.

Police detained a 31-year-old man for suspected theft and assault close to the scene. He was subsequently released pending further inquiries while inquiries continue.

Police were called at about 08:10 GMT after reports came in regarding a number of people hurt by an irritating chemical believed to be pepper spray.

The attack - an event that authorities stated was a standalone incident and not considered terrorism - resulted in train delays and the partial closure of the main airport tunnel and the Terminal 3 parking facility briefly.
