Trump Administration Insists Removal of Transgender Topics from Sexual Health Curricula, Several Jurisdictions Agree
No fewer than 11 states and two territories have complied with a recent directive from the Trump administration to eliminate mentions of gender identity and the presence of transgender and non-binary individuals from a national sexual health program, authorities stated.
The government set a recent cutoff for stripping these references, threatening the loss of substantial government funding. Almost every of the complying states have GOP-led lawmaking bodies and mostly GOP state leaders.
Court Battles and Financial Conflicts
An additional sixteen jurisdictions and Washington DC have initiated legal action against the administration's demand, claiming it infringes on Congressional authority, which created the $75m sex education program, known as the PREP initiative.
All states involved in the legal challenge are led by Democratic governors.
In a recent court order, a U.S. judge prevented the HHS agency, which manages Prep, from withholding financial support to the Democratic states if they do not adhere.

Initiative Aims and Federal Review
The program aims to inform adolescents on healthy relationships and how to prevent unplanned parenthood and the transmission of STIs.
In April, the federal government demanded all jurisdictions obtaining Prep funds to submit a copy of their curriculum to the department and its subsidiary, the ACF office, for a âmedical accuracy reviewâ.
By late summer, the government sent letters to 46 states and territories, informing them that, during the review, it had discovered âmaterial in the educational programs that fall outside the scope of Prepâs authorizing statute.â
Specifically, the government said it had uncovered evidence of âgender-related concepts,â a phrase often used by rightwing factions to refer to the idea that gender is a fluid social construct and that trans and non-binary people are real.
Notable Cases of Required Alterations
The administration directed Illinois to remove a curriculum that said: âYoung people may identify in ways that donât conform with their assigned gender.â
It instructed North Carolina to delete a line from a middle school lesson that stated: âPeople of all sexual orientations and gender identities need to know how to prevent unplanned pregnancy and infections.â
Additionally, sex educators in many jurisdictions could no longer be told to âshow tolerance and understanding for all participants, irrespective of personal characteristics, including ethnicity, cultural background, faith, economic status, orientation or identity,â based on the letters dispatched to jurisdictions.
Government Comments and State Responses
âAccountability is coming,â declared a federal official, acting assistant secretary of the Administration for Children and Families, in a announcement. âGovernment money will not be used to negatively influence of the youth or promote dangerous ideological agendas.â
Multiple jurisdictions and regions stated they would eliminate the content or had completed the process. These include eleven specific states, as well as the U.S. Virgin Islands and the Northern Mariana Islands.
Two other states, Alabama and South Dakota, reported their educational programs never included the terminology mentioned in the administrationâs letters.
Effects on Adolescents and Mental Health
Collectively, these states are home to over 120k transgender individuals aged 13 to 17, according to estimates from a university department.
âWhen the aim is to help adolescents and give them a safe space, Iâm not sure why we are stomping on the most vulnerable youth in the community,â said Cindi Huss, who leads an organization that offers health instruction in one state.
âWhen the government says that thereâs something incorrect about you and the educators arenât allowed to provide information or they have to out you to your parents â when you know that thatâs not secure â thatâs horrible for mental health.â
Almost 50% of trans and non-binary youth contemplated self-harm in the previous twelve months, based on a recent study from a mental health organization. School support for these youths is associated with lower rates of attempted suicide, the group discovered.
Earlier Incidents and Continuing Conflicts
Previously, the Trump administration instructed California to remove mentions to transgender topics from its educational program.
When the jurisdiction declined, the administration withdrew its funding, cutting approximately $12m in government money and stopping health initiatives in educational institutions, youth centers and care facilities.
