Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Considerable effort is allocated on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the approaching threat won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The 28-point plan from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the near future.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its favour.
Current Realities
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a just a single week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
