France's Parliamentary Permacrisis: The Beginning of a Fresh Governmental Era

Back in October 2022, as Rishi Sunak took over as the UK's leader, he became the fifth UK leader to take up the position in six years.

Triggered in the UK by Brexit, this signified unprecedented political turmoil. So what term captures what is occurring in the French Republic, now on its sixth premier in two years – with three in the past 10 months?

The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, sacrificing Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the cost of his government’s survival.

But it is, in the best case, a short-term solution. The EU’s second-largest economy is locked in a political permacrisis, the likes of which it has not experienced for decades – perhaps not since the establishment of its Fifth French Republic in 1958 – and from which there appears no easy escape.

Governing Without a Majority

Essential context: from the moment Macron called an risky early parliamentary vote in 2024, France has had a divided assembly separated into three warring blocs – the left, far right and his own centrist coalition – without any group holding a clear majority.

At the same time, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and deficit are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are approaching.

In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.

In September, the leader named his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which proved to be much the same as the old one – he encountered anger from allies and opponents alike.

To such an extent that the following day, he resigned. After just 27 days in office, Lecornu became the briefest-serving prime minister in recent French history. In a respectful address, he cited political rigidity, saying “party loyalties” and “certain egos” would make his job virtually unworkable.

Another twist in the tale: shortly after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a final attempt to secure multi-party support – a mission, to put it gently, not without complications.

Next, two ex-prime ministers openly criticized the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.

Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he appeared on television to say he thought “a solution remained possible” to avoid elections. The leader's team announced the president would name a fresh premier 48 hours later.

Macron honored his word – and on Friday reappointed Sébastien Lecornu. So this week – with Macron commenting from the wings that the nation's opposing groups were “creating discord” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and is he able to approve the crucial budget?

In a high-stakes speech, the young prime minister spelled out his budget priorities, giving the Socialist party, who oppose Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be suspended until 2027.

With the conservative Les Républicains (LR) already on board, the Socialists said they would not back no-confidence motions tabled against Lecornu by the extremist factions – meaning the government should survive those votes, due on Thursday.

It is, nevertheless, by no means certain to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be seeking more concessions. “This,” said its head, Olivier Faure, “is just the start.”

A Cultural Shift

The issue is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.

A look at the seat numbers shows how difficult his mission – and future viability – will be. A total of 264 deputies from the RN, radical-left LFI, Greens, Communists and UDR seek his removal.

To succeed, they need a 288-vote majority in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth unstable premier in two years is, similar to his forerunners, finished.

Most expect this to occur soon. Although, by some miracle, the divided parliament summons up the collective responsibility to pass a budget by year-end, the prospects for the government beyond that look grim.

So is there a way out? Snap elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.

Another possibility might be for Macron himself to resign. After winning the presidential election, his replacement would disband the assembly and aim for a legislative majority in the ensuing legislative vote. But that, too, is uncertain.

Polls suggest the future president will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that France’s voters, having chosen a far-right leader, might reconsider giving them parliamentary power.

Ultimately, France may not emerge from its quagmire until its politicians acknowledge the changed landscape, which is that clear majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.

Numerous observers believe that cultural shift will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
