Congressional Republicans Embrace Trump's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Government Shutdown

The impact on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Proposal from Golf Course

As weekend session got under way, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Opposition senators expressed alarmed responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to end the closure in return for a future vote on the ACA payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans turned down an offer to reopen the government and continue the subsidies for a year.

Another senior Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the payments before negotiating the long-term of the subsidies.

"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Some analysts suggested that the core of such a proposal would remove the ACA's mandate that carriers cover patients with existing health issues.

After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the plan that was unsuccessful to garner enough backing in 2017.
